Recruitment and Retention

The CIO Institute partnered with the Center for Strategic and International Studies (CSIS) Commission on Cybersecurity for the 44th Presidency, providing financial and leadership support to help CSIS respond to a bipartisan, bi-cameral Congressional request for better definition of the cybersecurity skills challenge facing CIOs and the military and intelligence agencies with a report called, “A Human Capital Crisis in Cybersecurity.”

CIO Institute participants also were co-chairs and members of the Homeland Security Advisory Council Taskforce on CyberSkills whose report illuminated “red zone” skills. It also identified the key weaknesses that caused current college degree programs to fail to develop the talent needed for key cybersecurity roles and the errors the Department of Homeland Security was making that caused that agency to be uncompetitive in hiring people with advanced skills.

In 2016, under the auspices of CSIS, Frank Reeder of the CIO Institute, led a survey and assessment program that isolated the characteristics of employers that made them places where very skilled cyber workers, who were in high demand, wanted to work. “Recruiting and Retaining Cybersecurity Ninjas”
